Important Notice for Our U.S. Customers: Temporary Hold on U.S. Shipments Due to New CPSC Import Requirements

Dear CSTOYS Customers in the United States,
We would like to inform our U.S. customers about an important change affecting shipments from Japan to the United States.
Beginning July 8, 2026, new U.S. Consumer Product Safety Commission (CPSC) electronic filing requirements are scheduled to take effect for certain imported consumer products. These new requirements may affect how customs information must be submitted for products entering the United States.

Because CSTOYS International handles many pre-owned, vintage, loose, boxed, and collector-oriented Japanese tokusatsu toys, this rule change creates a serious practical issue. Some older products may not have the manufacturer certificate data or product safety documentation now expected during the U.S. import process.
To protect our customers, we have decided to temporarily hold shipments to the United States while we review the situation.
Why We Are Holding U.S. Shipments
This is not a decision we take lightly.
Our priority is to avoid sending packages that could face:
- customs delays,
- carrier requests for additional product documentation,
- shipment returns,
- unexpected storage or handling charges,
- or other complications after the package has already left Japan.
Once a package is in the international customs process, the situation becomes much harder to control. We believe it is more responsible to pause and review U.S. shipments before dispatch, rather than risk creating problems for our customers after shipment.
What This Means for U.S. Orders
For the time being:
- New and existing U.S. orders may be placed on shipment hold.
- We may contact customers individually if their order contains items that require further review.
- Some orders may need to wait until we confirm a safer shipping process.
- In some cases, we may need to cancel and refund an order if we cannot reasonably confirm that shipment can proceed without excessive risk.
This temporary hold applies only to shipments bound for the United States.
Orders to other countries are not affected by this specific U.S. CPSC issue, although normal customs rules for each destination country still apply.
Are CSTOYS Products Children’s Toys?
Many items sold by CSTOYS International are pre-owned Japanese collectibles originally released many years ago. They are often purchased by adult collectors for display, nostalgia, restoration, or collection purposes.
However, U.S. import rules may still require product classification and safety-related documentation depending on the item, its category, and how it is treated during import.
For this reason, we cannot simply assume that every collectible item will pass through U.S. customs without issue. We must review the situation carefully.
Existing U.S. Customers with Pending Orders
If you already placed an order from the United States, we will review your order individually.
You do not need to take immediate action unless we contact you.
If your shipment needs to be held, delayed, modified, canceled, or refunded, we will contact you directly by email.
We understand that this may be disappointing, especially for customers waiting for rare items. However, our goal is to protect you from avoidable customs trouble, unexpected costs, or returned packages.
Our Current Position
CSTOYS International will continue to review:
- carrier guidance,
- customs broker information,
- CPSC-related import requirements,
- product category risks,
- and how other Japan-based collectible toy sellers are responding.
We will resume U.S. shipments only when we believe we have a clearer and more responsible process.
At this stage, we cannot give a fixed restart date.

This temporary hold is not a withdrawal from the U.S. market. It is a precautionary step during an unusual and complex regulatory change.
